When is a fire risk assessment required for flats?

If two or more flats share an entrance, hall, stairs or landing, the Fire Safety Order applies to those communal areas, no matter how small. That covers purpose-built blocks, converted houses and maisonettes. The freeholder or management company is responsible. Buyers' solicitors, lenders and insurers ask for a copy as standard, so the request arrives when a flat is sold.

Flats and communal areas — your questions

Do two flats in a converted house need a fire risk assessment?

Yes, if they share any communal space — a hallway, porch or stairs. The Fire Safety Order covers the shared parts of any house converted into flats, however small. Your buyer's solicitor will ask for it.

What is a Type 1 fire risk assessment?

A non-destructive assessment of the communal areas only: entrance, stairs, landings, cupboards and the flat entrance doors from the outside. It's what solicitors, lenders and insurers mean by the block's fire risk assessment, and what this page prices.

Do you do Type 2, 3 or 4 assessments?

Type 3 yes — communal areas plus inside the flats. Call or message and we'll talk it through. Types 2 and 4 open up walls and ceilings; I don't do those, but I'll tell you who does.

Who pays for the fire risk assessment when a flat is sold?

Usually the freeholder or management company, recharged through the service charge. In a small converted house the owners often split it. It's the building's assessment, not the seller's — every flat in the block benefits.

How much does a fire risk assessment for a block of flats cost?

£249 for two flats, £269 for three or four, £299 for five to eight, all on two storeys. A basement or third storey adds £50. Nine or more flats, or several blocks, I quote individually. No VAT, no travel charge.

How quickly can my solicitor have the report?
